Who Can Apply for NSW State Nomination?

To qualify for NSW nomination under Subclass 190 or 491, applicants must meet the Department of Home Affairs minimum criteria:

  • Be under 45 years of age at the time of invitation
  • Have an occupation listed on NSW Skilled Occupation List
  • Hold a valid, positive skills assessment
  • Have at least Competent English
  • Score a minimum of 65 points (including state points for 491)

In addition to the federal criteria, NSW has its own eligibility conditions based on work experience, location, residency, and stream-specific rules.

NSW State Nomination Pathways for 2025–2026

NSW offers nomination under two visa subclasses, each designed to support different skill levels and workforce needs:

  • Subclass 190 – Skilled Nominated Visa: A permanent residency visa for highly skilled applicants targeting roles in NSW’s major metropolitan areas such as Sydney, Parramatta, and the Central Coast. Selection is based on a merit-based invitation system and state demand.
  • Subclass 491 – Skilled Work Regional Visa: A provisional visa (pathway to PR) designed for applicants willing to live and work in regional NSW areas including Wollongong, Newcastle, Riverina, Murray, Far West, Orana, and Hunter regions.

Important: NSW does not accept direct applications for nomination. Applicants must submit an Expression of Interest (EOI) in SkillSelect and wait for NSW to issue an invitation based on points, skills, and labor market priorities.

NSW issues invitations through SkillSelect. Candidates are selected based on points, occupation demand, English score, work experience, and residency status. NSW does not follow a first-come, first-served system—selections are merit-based.

A job offer is not mandatory for NSW nomination. However, having NSW work experience or current NSW employment can significantly improve your chances of receiving an invitation.

NSW has multiple streams, including:
Stream 1: Skilled migrants currently living and working in NSW
Stream 2: Skilled migrants recently graduated from an Australian university
Stream 3: Skilled migrants living offshore with highly competitive points and in-demand skills

NSW 190 is more competitive because it offers direct permanent residency. NSW 491 generally has higher chances due to regional demand, but it requires commitment to living and working in regional NSW.

The minimum is 65, but in practice NSW invitations typically go to candidates with 85–95+ points (for 190) and 75–85+ points (for 491). Higher points improve your chances significantly.
