IRCC to Conduct First Review of Post-Graduation Work Permit in a Decade

In a recent announcement, Immigration, Refugees and Citizenship Canada (IRCC) disclosed plans to enhance the International Student Program and safeguard students from fraudulent activities. Scheduled to be implemented in the upcoming months, the changes aim to fortify the program and its institutions.

One of the significant alterations involves the introduction of a “recognized institution” framework by the fall semester of 2024. This framework will grant Designated Learning Institutions (DLIs) priority processing for study permit applications, ensuring a streamlined and efficient process.

Furthermore, IRCC intends to scrutinize the Post-Graduation Work Permit (PGWP) criteria, aiming to tailor it to the nation’s labour market demands and regional immigration objectives. This overhaul marks the first comprehensive evaluation of the program in over a decade, underscoring the government’s commitment to aligning immigration policies with the evolving needs of the Canadian workforce.

Understanding the Post-Graduation Work Permit

The Post-Graduation Work Permit (PGWP) allows international students who have completed an eligible Canadian post-secondary program to work for any employer in Canada. The permit’s duration can extend up to three years, contingent upon the duration of the individual’s educational program.

Notably, the PGWP provides a valuable opportunity for international students to gain professional work experience in Canada, thereby bolstering their prospects for future Canadian immigration applications. Many of Canada’s immigration pathways prioritize candidates with Canadian study and work experience, making the PGWP a crucial step towards securing permanent residency.

What is the eligibility criteria for the PGWP?

To qualify for the PGWP, international students must fulfil the following criteria:

  • Completion of studies in an academic, vocational, or professional training program lasting at least eight months at a Designated Learning Institution (DLI).
  • Maintenance of full-time student status during every academic session of the completed program(s) included in the PGWP application.
  • Receipt of a transcript and official letter from the eligible DLI confirming program completion requirements.
  • Graduation from an approved public or private post-secondary institution in Canada.

IRCC’s review of the PGWP comes at a time when the program has experienced substantial growth, with an increasing number of international graduates availing themselves of the opportunity to work and eventually transition to permanent residency in Canada.
