The Australian government held its fifth (5) Canberra Matrix invitation round of 2023 and its second (2) in the month of May. During this invitation round, 1174 invitations were extended to candidates who were both international and Canberra residents.
While 741 invitations were given to applicants from outside Australia, 433 of the total individuals requested to submit for nominations in the Australian Capital Territory (ACT) were Canberra residents.
Invited applicants included those who filed for visas under subclasses 491 and 190. Where invites were extended to 715 applicants from Subclass 491 and 459 applicants from Subclass 190.

Who may submit a submission?
Canberra will send invitations to applicants who have submitted applications for both a Skilled Nominated visa (subclass 190) and a Skilled Work Regional (Provisional) visa (subclass 491).
Skilled Nominated Visa (Subclass 190):
Permanent residents are allowed to dwell and work in Australia with the Skilled Nominated Visa (subclass 190). The State or Territory administration must put out your name. The invitation for a visa is issued by the Department of Home Affairs in response to a nomination.
The commitment of two years
If the ACT recommends you for a 190 visa, you must live and work in Canberra for at least two years after receiving your visa, or two years after your date of arrival in Canberra if you are migrating from outside Canberra.
Skilled Regional Work Visa (subclass 491): For a period of five years, skilled workers may live and work in regional Australia. You must be proposed to by a state or territorial agency. The invitation for a visa is issued by the Department of Home Affairs in response to a nomination.
The commitment of two years:
If the ACT recommends you for a 491 visa, you must live and work in Canberra for at least two years after receiving your visa, or two years following your date of arrival in Canberra if you are immigrating from outside of Australia.

Step 2: Complete the Canberra Matrix to express your interest.
Step 3: Wait for your Matrix to be chosen and ranked.
Step 4: Submit an ACT nomination form if accepted
Step 5: Your application is evaluated.
Step 6: Apply for the ACT-nominated visa
Step 1: Carefully study the ACT nomination requirements for your chosen pathway to make sure you are eligible to claim Matrix points.
Step 2: Enter your personal data.
Step 3: Decide whether to recommend ACT 190 or ACT 491.
Step 4: Choosing whether or not the applicant is a resident of Canberra.
Step 5: Select “Doctorate Streamlined nomination” and respond with either a yes or no.
Step 6: If Doctorate Streamlined = yes, submit the matrix.
Step 7: If you fit under the category of a foreign applicant or a resident of Canberra, complete the Canberra Matrix.
Step 8: Select an option from the drop-down box for either Matrix category (does not apply to (Doctorate Streamlined).
Remember that the evidence you provide to back your claims for Matrix points must show that those statements were true as of the Matrix submission date.
