On February 22, 2023, the Canadian province of Quebec published the results of the draw held on February 16, 2023. This was the second draw, conducted by the Quebec Ministry of Immigration in the year 2023. This draw was extracted from the Arrima Bank on February 13, 2023 at 6:30 a.m.
In this draw, a total of 1011 applicants were invited to apply for Permanent Selection. Invitations were issued based on labour market needs and immigrants’ integration potential.
Following submission, successful applicants will have an average of six months to obtain a Certificat de sélection du Québec (CSQ). The following are the eligibility requirements for being invited to submit a Permanent Selection application:

In accordance with Section 26 of the Québec Immigration Regulation (CQLR, chapter I-0.2.1, r. 3) and Section 47 of the Québec Immigration Act, the Minister of Immigration, Francization and Integration has also invited one person to submit an application for permanent selection as of January 1, 2023, in addition to the invitations listed in the aforementioned table (CQLR, chapter I-0.2.1).
