Singapore Employment Pass Checklist: Salary, SAT and Documents

A Singapore job offer and a workable Employment Pass application should be assessed together. Before agreeing a start date, ask the prospective employer to check your proposed role, salary and application details against the Ministry of Manpower (MOM) requirements.

Official guidance checked: 11 October 2026. This is a practical guide to current requirements, including announced future salary thresholds. It is not a new policy announcement or an individual eligibility decision.

Check the salary that applies to your age

MOM uses a two-stage framework: the EP qualifying salary, followed by COMPASS unless exempt. Currently, the starting fixed monthly salary is S$5,600 outside financial services and S$6,200 in financial services. The required amount rises with age. Use the age-specific row in MOM's eligibility table, rather than treating the starting amount as suitable for every applicant.

From 1 January 2027, the starting figures become S$6,000 and S$6,600 respectively for new applications. The revised requirements apply to renewals of passes expiring from 1 January 2028. Match the application or expiry date to the correct column.

Ask the employer for an indicative assessment

The Employment / S Pass Self-Assessment Tool provides an indicative outcome, including COMPASS scores. Enhanced SAT access requires an EP eService account. Firm-level information is restricted to authorised users, so a candidate cannot reliably replace the employer's assessment with a calculation based only on their CV.

Ask the employer to use the proposed terms and accurate details, then retain the downloadable result. An eligible indication is not approval. If the tool shows ineligibility, MOM advises against applying. Reassess when the underlying information changes.

Prepare documents before agreeing the filing date

Start with the passport particulars page and ensure names match across records. MOM's document checklist includes the company's current ACRA business profile and qualification verification where applicable. Professional-body documents may also be needed for regulated roles. A degree certificate and acceptable verification proof are different documents; use MOM's stated verification routes.

Plan the application and arrival separately

The employer or appointed employment agent files the application and obtains the candidate's written consent. MOM's application instructions state that an online application is processed or receives an update within 10 business days; additional documents can lengthen the process. This is not a guaranteed approval deadline.

Candidates need not already be in Singapore when the application is filed. Once approved, follow the in-principle approval letter and complete issuance before starting work. MOM's notification letter after issuance states the permission to work while awaiting the card.

Questions to settle with your prospective employer

Confirm the declared occupation, fixed salary, planned filing date, responsible employer or agent, SAT outcome and documents still outstanding. Keep copies of submitted information and avoid making travel or resignation decisions on an informal prediction.
