On October 21, 2021, Manitoba Immigration published the details of the Manitoba Provincial Nominee Program (MPNP) Draw #128.
As a result of this draw, 464 skilled immigrants received Letters of Advice to Apply (LAA) to apply for a Permanent Residence Visa in Manitoba. Out of a total of 459, 94 Immigrants with an active Express Entry profile on the Immigration, Refugees and Citizenship Canada (IRCC) online portal received Letters of Advice to Apply (LAA).
The draw’s details, including the number of invites sent out and the required Comprehensive Ranking System (CRS) score in each category, are listed below:

Who can support my application for Manitoba?
A Manitoba Supporter is a close relative or friend/distant relative of the applicant, who is a resident of Manitoba and is willing to support the applicant in settling and finding an employment in Manitoba. Manitoba Supporter must be:
• Currently living in Manitoba from the past one year (continuously).
• A Canadian Citizen or Permanent Resident.
• Able to present strong ties with Primary Applicant and to Manitoba.
• Able to support the Applicant’s Settlement Plan -
Can I apply to the MPNP without having any connection in Manitoba?
Having a connection to Manitoba, in terms of a job offer, a relative, a friend or previous education or work experience in Manitoba, is considered to be an important part of the MPNP. One may apply to the Business Investor stream without any connections in Manitoba.

What is the eligibility criteria for Manitoba's Skilled Workers Overseas Stream?
All the applicants who are submitting their application through Skilled Worker Overseas Stream, need to demonstrate their strong ties in terms of
   • Support of family members or friends
   • Previous education or work experience in Manitoba
Additionally, candidate also need to score at least 60 points based on five factors in order to be eligible. These five factors are:
   • Factor 1: Language Proficiency
   • Factor 2: Age
   • Factor 3: Work Experience
   • Factor 4: Education
   • Factor 5: Adaptability -
Can I still apply to MPNP if I received a rejection by another province?
Yes you can. You will be required to inform the MPNP about the application made previously to another Provincial or Federal immigration program, and its result. You have to share the copies of the letter of refusal. Additionally, the application should also contain sufficient information that allows MPNP to evaluate why the factors for refusal in the other Provincial or Federal programs do not apply to the application to Manitoba.

Is it possible to appeal if my application is denied?
After a decision has been made, there is no right of appeal to the MPNP. The MPNP has implemented the Procedural Fairness Policy to allow you to voice your concerns before a final judgement is made.
