Ontario Immigration Nominee Program (OINP) held a draw on May 8, 2023, inviting 2,349 immigrants under Ontario Express Entry’s Human Capital Priority Stream.
This draw was for the profiles created on May 8, 2022, to May 8, 2023, under Immigration Refugees Citizenship Canada’s (IRCC) Express Entry System. Immigrants with a Comprehensive Ranking System (CRS) Score anywhere from 427 to 482 were given the Notification of Interest (NOI).

The eligibility criteria for Ontario Express Entry’s Human Capital Priority Stream, is as follows:
Candidates must:
- Have a valid profile in the Express Entry pool;
- Be eligible under either the Federal Skilled Worker Class (FSWC) or the Canadian Experience Class (CEC), and
- Indicate an interest in immigrating to either Ontario or “All Provinces and Territories” in the Express Entry profile.
Additional criteria
- Work Experience: Applicants must have at least one year of work experience, as determined by the FSWC requirements, or one year of work experience, as determined by the CEC standards, within the last five years.
- Education: Bachelor’s degree or higher.
- Language: A minimum of Canadian Language Benchmark (CLB) 7 in English or French.
- CRS score: Must have obtained a minimum CRS score under the Express Entry system as determined by Ontario for each round of invitations.
- Step 1: Ensure your eligibility for Express Entry.
- Step 2: Create a profile in IRCC’s Express Entry System.
- Step 3: If you receive a Notification of Interest (NOI) through Express Entry’s Human Capital Priority Stream submit your application within 45 calendar days from the day of receiving the Notification of Interest (NOI).
- Step 4: Pay the application fee ($1500) as you submit your application.
