Australia Points Test Reform: Confirmed vs Proposed

Australia Points Test Reform: Confirmed vs Proposed

Australia has confirmed its intention to reform the permanent migration points test. That announcement is different from a new scoring table an applicant can already use. For an Indian professional preparing an Expression of Interest (EOI), the immediate task is to separate current, supportable claims from possible future benefits.

Status checked: 8 November 2026. Reform is an announced policy direction. This review did not establish a verified commencement date or replacement point values. The current Home Affairs points table, marked updated on 4 November 2026, still publishes the existing age, English and other scoring categories. No predicted start date or speculative bonus is used in this guide.

What the Government has actually announced

Primary sourceWhat it establishesWhat it does not establish
2026–27 Federal BudgetThe Government is reforming the permanent migration points test to favour better-educated, more highly skilled and younger migrants overall.A numerical replacement table or an individual applicant’s future score.
Minister’s speech, 17 September 2026The Minister said the test had been redesigned with Treasury and described an intended qualification-level uplift for housing trades on implementation.A present entitlement for every construction occupation or a specific extra score applicants can claim now.
Home Affairs points-test reviewThe discussion paper was released on 24 April 2024; consultation ran to 24 May 2024.A consultation submission is not an operative points rule.

The distinction matters: a policy design can be announced before the provisions that determine an application are available. This article does not treat reports of draft legislation, a proposed 2027 start or unofficial scoring charts as enacted requirements.

Which visas and current rules are relevant?

Home Affairs identifies subclasses 189, 190 and 491 as points-based routes using an EOI. Its current EOI guidance states a threshold of 65 points and expressly says reaching that threshold does not guarantee an invitation. An EOI score is indicative and depends on the information entered.

A small extract illustrates the current published table; it is not a complete eligibility calculation:

Current factorPublished points
Age: at least 25 but under 3330
Age: at least 33 but under 4025
Proficient English10
Superior English20

Qualifications, eligible employment and partner circumstances also require evidence and their own conditions. Do not add points simply because a qualification, spouse or job exists. For the complete calculation framework and examples, use our Australia PR points guide. This reform explainer addresses policy status and planning, rather than reproducing that guide.

What remains unverified for a future test?

The primary material reviewed did not establish a replacement allocation for age, English, qualifications or partner attributes, a revised pass mark, a verified commencement date, or a transition rule for EOIs already in the pool. These are separate questions. An announced preference for younger migrants does not tell an applicant the future points attached to a particular birthday.

Likewise, the housing-trades statement is an announced reform direction. It is not a basis to select an occupation purely for an assumed future bonus. The qualifying occupation, evidence and operative arrangements would need to be established before relying on an uplift.

Should you submit an EOI now or wait?

Assess the profile under the current rules before making that decision. Preparing genuine qualification, employment and English evidence remains useful; submitting a speculative score does not. A person who is ready to make supportable claims has a different planning position from someone still waiting for an assessment or test result.

Home Affairs says an EOI remains active for two years and can be updated before an invitation, including for changed qualifications, experience, English, skills assessments or family circumstances. It cannot be updated after an invitation. Those current procedures do not establish how a future reform will treat existing EOIs.

Planning implication: do not assume early EOI submission guarantees protection from a later change, and do not postpone every preparatory step on the strength of an unverified start date. Keep a dated record of the present score, supporting documents and outstanding evidence. Reassess the strategy if an operative reform is published.

Practical decisions for Indian applicants

If you are approaching an age boundary: the current table awards 30 age points before 33 and 25 from 33 to under 40. Compare the real preparation timeline with that known rule, rather than budget for an invented future age concession.

If you are considering an English retake: the current difference between Proficient and Superior English is ten points. Decide using achievable results, test costs and the wider profile; a possible future test should not be assigned an assumed English weighting.

If your spouse may have a stronger profile: compare both profiles using current partner and primary-applicant requirements. Home Affairs’ EOI guidance suggests considering a partner as primary applicant where that person can meet the threshold. No future partner-points improvement is promised here.

If you are choosing a course or occupation: assess its genuine relevance, skills-assessment requirements and employment purpose. Avoid a costly course or career change justified only by a forecast points bonus. Our skills-assessment hub explains evidence and occupation matching.

What this reform does not decide for you

The policy announcement is not an invitation, nomination or visa grant. A points score should sit within a review of the intended visa and the actual supporting evidence. For pathway context, see our Australia PR guide. No job, invitation or permanent-residence outcome is guaranteed.

Frequently asked questions

This review, checked on 8 November 2026, did not verify a replacement table or commencement date. The current Home Affairs table still publishes the existing scoring categories. An announced redesign is not a speculative score you can claim.

No start date was verified in the primary material reviewed for this article. A forecast should not be treated as an application deadline or implementation rule.

Home Affairs’ current EOI guidance specifies 65 points for the relevant points-based routes. Meeting it does not guarantee an invitation. This review did not verify a replacement pass mark.

The September speech describes a qualification-level uplift on implementation. It does not establish a current automatic bonus for every construction occupation.

No such transition protection was verified in the reviewed announcements. Current EOI updating rules do not answer how a future reform will treat an existing EOI.

Base preparation on the present profile and genuine evidence gaps. Do not claim future points or commit to major spending solely because of an unofficial chart or start date. The appropriate timing depends on the applicant’s circumstances.
